The monitors in question report the TV compatible timing of ~59.94Hz; this results in the OS exposing two frequencies for every resolution supported at that timing, 59 and 60. The 59 is exposed in order to ensure that a TV compatible timing is always available; the 60 is exposed because that is what applications expect to see and many applications will fail if they cannot find a 60Hz mode. The modes for both refresh rates translate to the same timing before they are sent to the driver so the display is in an identical state either way. In Windows 7 we store the ~59.94 and so when asked for the current mode, we report 59 regardless of whether 59 or 60 was most recently set.
