Transport controls are only programmed into a few of the more powerful controllers like the Mackie and the MotorMix templates.
Transport controls are only currently built into the Mackie, the MotorMix and the Tranzport templates...
The current MotorMix template makes pretty good use of the display and control knobs and some of the F switches to give control of the virtual console eq and compressors and so forth, but it's physical design limitations make it not quite as powerful a ride as the Mackie Control.
Its been a while since I hooked my Mackie up... but if I remember correctly, I did program using the High Res fader capabilities the Mackie offers (I think it was 32624 steps)... that would give you the .25 db steps in SAWStudio....
The MotorMix and other templates, on the other hand, only give you the 128 steps of standard midi.
